I remember that the last version that was jailbreakable was iOS 14 or 15. So maybe the user is trying to downgrade to iOS 9 for some reason, which is extremely outdated and not advisable for security reasons. Also, newer apps don't support older iOS versions, so using iOS 9 would limit app availability.
